Enterprise AI tool procurement follows the standard vendor procurement process but with AI-specific considerations: data handling (where does your code go?), model training (is your code used to train AI models?), output ownership (who owns AI-generated code?), and compliance (does the tool meet your regulatory requirements?). The procurement process: requirements gathering → RFP/vendor outreach → security review → legal review → PoC → contract negotiation → deployment.

💡 Include Your Actual Scale in the RFP

A generic RFP gets generic responses. An RFP that says: '200 developers, 150 repos, 3 technology stacks (TypeScript, Go, Python), daily rule sync required, SOC 2 Type II certified' gets specific responses that you can directly compare. Vendors calibrate their proposals to your stated requirements. Understating scale: the vendor proposes a solution that fails at your real scale. Overstating: the vendor proposes an enterprise solution that is overpriced for your needs.

Vendor Comparison and Deployment

Comparison matrix: create a weighted scoring matrix with: functional score (from PoC results — does the tool work with your rules?), technical score (from technical evaluation — integration, scale, reliability), security score (from security review — data handling, certifications, encryption), pricing score (total cost of ownership at current and projected scale), and reference score (from reference calls with similar-sized organizations). Weight by organizational priority. AI rule: 'The comparison matrix makes the decision objective. Without it: the loudest voice or the best sales demo wins. With it: the best tool for your organization wins.'

Reference calls: ask each vendor for 2-3 references at similar scale and industry. Questions: how long have you used the tool? What was onboarding like? How responsive is support? Have you experienced any security incidents? What would you change about the tool? Would you recommend it to a similar organization? AI rule: 'Reference calls reveal what demos and PoCs do not: long-term reliability, support quality, and hidden friction. Always conduct references before finalizing the vendor selection.'

Deployment planning: phased rollout (pilot team → early adopters → full org), training plan (workshops for the first wave, self-paced for subsequent waves), support structure (who handles developer questions? Internal champions or vendor support?), success metrics (define before deployment — what does success look like at 30/60/90 days?), and rollback plan (if the tool does not work: how do you revert to the previous workflow?). AI rule: 'Never deploy to the full org on day 1. Phased rollout with metrics at each phase. Expand only when the current phase demonstrates positive results.'

The vendor's demo: polished, rehearsed, shows the best case. The reference call: 'Support response time is 3 days, not the 4 hours they promised. The SSO integration took 6 weeks, not the 2 days the sales team estimated. But the actual code quality improvement was real — 20% fewer review comments.' Reference calls give you the unfiltered truth: what works, what does not, and what the vendor oversells. Always conduct 2-3 reference calls before signing.
