A structured quarterly review keeps AI coding standards effective and relevant. This template covers what to measure, what to discuss, and what to decide every quarter to prevent standards from becoming stale.

Why Quarterly Reviews Matter

AI rules without regular review become stale: they reference deprecated libraries, miss new patterns the team has adopted, and include rules that no one follows because they are impractical. The quarterly review is the maintenance cycle that keeps rules current, effective, and trusted. Without it: rules drift from reality, developers stop trusting them, and AI-generated code becomes increasingly wrong.

The quarterly review serves four purposes: assess effectiveness (are the rules improving outcomes?), update content (add rules for new patterns, remove obsolete rules), synthesize feedback (what are developers saying about the rules?), and align with strategy (are the rules supporting the organization's technical direction?). Each quarter: the rules get better, more relevant, and more trusted.

The review takes 2-4 hours of preparation (gathering metrics and feedback) and 1-2 hours of discussion (the review meeting itself). This investment: prevents months of stale rules causing increasingly incorrect AI output. AI rule: 'The quarterly review is the most important recurring event for AI standards. Skip it: and you accumulate rule debt that compounds every month.'

Part 1 — Metrics Review (20 minutes): present the adoption metrics (deployment coverage, active usage, rule freshness), outcome metrics (PR review time, convention compliance, defect rate), and developer satisfaction (survey results). Compare against the previous quarter. Highlight: improvements (celebrate), regressions (investigate), and trends (project forward). AI rule: 'Start with metrics. Data grounds the discussion. Without data: the review becomes a debate about preferences instead of a discussion about effectiveness.'

Part 2 — Rule Effectiveness Assessment (20 minutes): review each major rule category (security, testing, patterns, conventions). For each: is the rule being followed (compliance rate)? Is the rule improving outcomes (correlated with quality metrics)? Is the rule causing friction (override rate, developer complaints)? Action: keep (effective, no friction), revise (effective but causing friction), or remove (ineffective or obsolete). AI rule: 'Every rule should be evaluated on two dimensions: effectiveness (does it improve quality?) and friction (does it slow developers?). High effectiveness + low friction: keep. High friction + low effectiveness: remove.'

Part 3 — Feedback Synthesis (15 minutes): summarize developer feedback from: survey comments, Slack discussions, override tracking (which rules are most frequently overridden and why), and new rule proposals from teams. Group feedback by theme. Identify: widely shared concerns (require action), niche concerns (address individually), and positive feedback (reinforce what is working). AI rule: 'Feedback synthesis reveals the gap between what leadership thinks is working and what developers experience daily. Take developer feedback seriously — they use the rules 8 hours a day.'

💡 Start with Data, Not Opinions

Without data: the quarterly review becomes 'I think the rules are working' vs 'I think rule X is too restrictive.' With data: 'PR review time decreased 22% in adopting teams. Rule X has a 45% override rate — developers find it too restrictive for edge cases. Developer satisfaction is 4.2/5, up from 3.8 last quarter.' Data grounds the discussion and makes decisions objective. Spend the 2-4 hours of preparation collecting data — it is the most valuable part of the review.

Decisions and Action Items

Part 4 — Rule Changes (20 minutes): based on metrics and feedback, decide: rules to add (new patterns adopted by the organization, recurring code review comments that should be rules, new technology additions), rules to update (dependencies upgraded, better approaches discovered, rules that are too vague or too rigid), and rules to remove (deprecated technologies, rules with high friction and low effectiveness, rules that are consistently overridden). AI rule: 'Every quarterly review should result in at least 2-3 rule changes. If no changes are needed: the review process is not surfacing issues (investigate the feedback mechanism, not the rules).'

Part 5 — Strategic Alignment (15 minutes): review the organization's technical roadmap. Upcoming migrations? New frameworks? Compliance requirements? How should rules evolve to support the roadmap? Example: the organization plans to adopt React Server Components next quarter — add RSC-specific rules proactively. AI rule: 'Proactive rule updates prevent migration friction. If rules are updated before the migration starts: developers and AI generate correct code from day one. Reactive updates: correct code is generated only after someone encounters and reports the issue.'

Part 6 — Action Items and Owners (10 minutes): assign specific actions with owners and deadlines. Rule additions: assigned to the tech lead who proposed them. Rule updates: assigned to the rule author. Feedback follow-ups: assigned to the pilot coordinator or EM. Metric improvements: assigned to the platform team. AI rule: 'Every action item has an owner and a deadline. Unassigned action items: never get done. The next quarterly review starts by reviewing the previous quarter's action items.'

⚠️ No Changes = Something Is Wrong

A quarterly review that concludes 'everything is fine, no changes needed': means the review is not surfacing issues. Codebases evolve every quarter — new libraries, new patterns, new team members, new requirements. Rules that were perfect 3 months ago: have at least 2-3 items that need updating. If the review finds nothing: the feedback mechanism is broken (developers are not reporting friction), the metrics are not granular enough (not detecting quality changes), or the review is too superficial (not examining rules individually).

Preparation and Output

Pre-review preparation (assigned to the platform team or CoE): collect metrics for the quarter (automated where possible), compile developer feedback (survey results, Slack threads, override logs), draft the rule effectiveness assessment (pre-fill compliance rates and friction indicators), and identify strategic alignment items (from the engineering roadmap). AI rule: 'Preparation takes 2-4 hours. Without preparation: the review meeting wastes time gathering information instead of making decisions. Send the preparation document to attendees 2 days before the meeting.'

Review output document: a one-page summary with: metrics snapshot (headline numbers with quarter-over-quarter change), rule changes decided (additions, updates, removals with rationale), action items (owner, deadline, description), and next quarter focus areas (proactive rule updates for upcoming changes). This document is shared with: engineering leadership (visibility), all tech leads (awareness of rule changes), and the platform team (implementation roadmap). AI rule: 'The output document is the quarterly review's product. Without it: decisions are forgotten and action items are lost.'

Follow-through: within 2 weeks after the review, the platform team implements rule changes and distributes them. Tech leads communicate changes to their teams. The action item tracker is updated. AI rule: 'A quarterly review that produces decisions but no follow-through: is worse than no review (it creates cynicism about the process). Follow-through within 2 weeks demonstrates that the review matters and that feedback leads to action.'

ℹ️ Implement Changes Within 2 Weeks

The quarterly review decides: add 3 rules, update 2, remove 1. If these changes are implemented 8 weeks later (just before the next review): developers waited 2 months for improvements they requested. Trust in the process erodes. Action items from the quarterly review should be implemented within 2 weeks — fast enough that developers see the impact while the review is still fresh in their minds. Quick follow-through builds trust in the review process.
